I have 2 TV points. 1 to my TV is connected via a cable set-top box and the other is the connection to my PC’s TV tuner card. Currently I can only display free-to-air channels on my PC. Is there any software-s, that decode the cable-TV signals so that I watch cable channels on my PC?

Just want to know. Like a rottentomatoes but for TV shows, or filmcritic. com but for TV and etc.
